The Asia Pacific Farmers’ Program (APFP) aims to improve the livelihoods and food security of small-scale farmers in 29 countries in Asia and the Pacific by working with farmers’ organisations.

The program was launched in China in January 2021 and implemented over five years, concluding in December 2025. The Administration and Management Institute (AMI) of the Ministry of Agriculture and Rural Affairs (MARA), the national implementing agency of APFP in China, engaged 10 farmer organizations and cooperative federations, covering more than 34,000 cooperatives and benefiting approximately 570,000 small farmers.

With project funding and supplemental financing from AMI, the organization carried out training, research, consultations, workshops, and other activities to promote the development of farmer organizations and cooperatives across the country. Over the course of the program, farmer organization services were strengthened, and policy advocacy advanced through targeted interventions, providing direct support and services to farmer organizations and cooperatives.

The Asia Pacific Farmers’ Program (APFP) builds on the lessons from the Medium-Term Cooperation Programme (MTCP )and the ASEAN Farmers’ Organisations Support Programme (AFOSP), as well as the rich experience of farmers’ organisations across Asia. It is implemented by the Asian Farmers’ Association for Sustainable Rural Development (AFA), La Via Campesina (LVC), and the Pacific Farmer Organizations (PFO). The programme is funded by an International Fund for Agricultural Development (IFAD) grant of USD 3 million, an RPSF grant of USD 2 million, and USD 8 million in co-financing from the European Union.
