The Tsever Khursnii Shim Cooperative specializes in the processing and supply of washed, sliced, and packed vegetable products. Established in 2018, the cooperative consists of 15 member organizations, including six cooperatives, eight LLCs, and one NGO.
The cooperative operates through structured marketing and production planning aligned with buyer demand, serving approximately 60 supermarkets and government programs, including school feeding initiatives. The cooperative has grown significantly, recording a sales value of over USD 1.3 million in the past two years. This success is driven by efficient production processes and the innovative use of by-products for organic fertilizer production.
The cooperative operates its production in a 1,500-square-meter plant with a 600-ton capacity and a wind-cooled cellar, ensuring efficient storage and processing of its vegetable products. Additionally, it has the advantage of producing goods certified under Mongolia’s “Good Hygienic Practices” (GHP) standards. Its headquarters and processing plant are based in Ulaanbaatar City, while its member organizations are located across the provinces of Tuv, Selenge, Orkhon, and Dakhan-Uul. The cooperative employs 17 staff members and supports 1,501 farmer members, providing them with market access and economic opportunities.




















To further strengthen its operations, Tsever Khursnii Shim launched a business plan focused on expanding its vegetable sorting and packaging center through vegetable processing. The cooperative aims to scale up its production capacity to 211 metric tons (MT) of processed vegetables. This business plan was financed by the National Association of Mongolian Agricultural Cooperatives (NAMAC) through a revolving fund. This initiative directly benefits 110 farmers, improving their access to structured markets such as supermarkets and institutional buyers. The cooperative repaid the loan in full in 2022.
In 2023, the cooperative received additional funding under the APFP-FO4A program to further strengthen its operations. As of 2023, the cooperative’s asset size reached USD 281,033, a steady growth from USD 242,255 in the previous year. The cooperative is managed by a dedicated enterprise management team, ensuring operational efficiency, compliance with agricultural handling standards, and strategic decision-making.
To expand its market reach, Tsever Khursnii Shim supplies its products to supermarket chains, government institutions, and private-label buyers through OEM (Original Equipment Manufacturer) arrangements. Additionally, it leverages online platforms like www.mongolnogoo.mn, increasing accessibility for consumers and commercial buyers. The cooperative also implements direct supply agreements with key retail and institutional partners, reinforcing its market presence.
Beyond business operations, the cooperative plays a vital role in economic and social development. By providing a reliable market for local farmers, it ensures their produce reaches commercial buyers, supporting smallholder livelihoods. It also contributes to employment, promotes sustainable agricultural practices, and enhances food security through government collaborations. Moreover, its commitment to sustainability is evident in its waste reduction strategies, where production by-products are converted into organic fertilizers, adding further value to its operations.
APFP-FO4A is implemented by the consortium Asian Farmers’ Association for Sustainable Rural Development (AFA) and La Via Campesina (LVC) and funded by the European Union and the International Fund for Agricultural Development (IFAD).
