My name is Ma Thi Ninh from Vietnam. I am the director of Yen Duong Cooperative.
Seizing the opportunity to develop a start-up business from agriculture, I established a cooperative that attracted 45 members and 200 associated households, mainly ethnic minority women. In this locality, more than 70% are poor or near-poor households. Although there are many potentials and advantages available in the locality, I still face many difficulties in the process of starting a business from agriculture.
One is the fact that the knowledge to apply science and technology among the upland people is still very limited. And it is even more difficult in the context of increasingly degraded resources, harsh climates, and many diseases appearing. Therefore, convincing people to invest in agricultural production is not easy.
Another is the concept that men are the “pillars of the family” and thus have the right to decide everything. Women in the family have no voice, especially in ethnic minority families. There is still a long way to go in promoting a change in thinking and action. It is necessary to have support and encouragement from the authorities and policymakers, especially from the Minister.
To solve these difficulties and challenges, here are my suggestions:
- There should be policies to promote gender values in agriculture.
- Support the selection of building models of community livelihood development through production linkages in the value chain of indigenous products, creating conditions for farmers to get rich in their native land.
If these solutions are realized, I will develop operational plans, production and business plans, deploy production linkage models, promote gender equality, and create favorable conditions for women, young people, ethnic people, the elderly, the disadvantaged, etc. to participate in the cooperative’s production activities.
I thank the Minister for this valuable opportunity to share my thoughts and aspirations and make suggestions to overcome the difficulties and challenges I faced for my start-up.

Em tên Ma Thị Ninh, giám đốc HTX Yến Dương! Nắm bắt cơ hội phát triển khởi nghiệp từ nông nghiệp, em thành lập Hợp tác xã thu hút 45 thành viên tham gia, 200 hộ liên kết, chủ yếu là phụ nữ dân tộc thiểu số. Trong đó, hộ nghèo, cận nghèo chiếm hơn 70%. Dù với nhiều tiềm năng, lợi thế sẵn có tại địa phương nhưng bản thân em trong quá trình khởi nghiệp từ nông nghiệp vẫn còn gặp rất nhiều khó khăn thách thức.
Thứ nhất là mối quan tâm về nông nghiệp, kiến thức để áp dụng khoa học kỹ thuật của đồng bào vùng cao còn rất hạn chế. Và khó khăn hơn trong bối cảnh tài nguyên ngày càng suy thoái, khí hậu khắc nghiệt, dịch bệnh xuất hiện nhiều. Do đó, thuyết phục bà con đầu tư sản xuất nông nghiệp là không dễ dàng.
Thứ hai là quan niệm về nam giới mới là “trụ cột của gia đình”, có quyền quyết định mọi việc, người phụ nữ không có tiếng nói trong gia đình, đặc biệt là gia đình người dân tộc thiểu số. Vì vậy, để thúc đẩy sự thay đổi tư duy và hành động là cả một chặng đường dài, rất cần có sự giúp sức và động viên từ những người có thẩm quyền, người hoạch định chính sách và đặc biệt là từ Bộ Trưởng.
Như vậy, từ những khó khăn thách thức nêu trên em xin có một số đề nghị: Được hỗ trợ các chính sách nhằm phát huy giá trị về giới trong nông nghiệp; Hỗ trợ lựa chọn xây dựng các mô hình phát triển sinh kế cộng đồng thông qua liên kết sản xuất chuỗi giá trị các sản phẩm bản địa, tạo điều kiện cho người nông dân làm giàu trên mảnh đất quê hương của mình.
Thưa Bộ trưởng! nếu các giải pháp trên được hiện thực hóa, em sẽ xây dựng kế hoạch hoạt động, phương án sản xuất kinh doanh, triển khai các mô hình liên kết sản xuất, thúc đẩy quan tâm bình đẳng giới, tạo điều kiện cho phụ nữ, thanh niên, người dân tộc, người già, người yếu thế, … tham gia vào hoạt động sản xuất của HTX.
Một lần nữa, xin cảm ơn Bộ trưởng đã tạo điều kiện quý báu này để em được có cơ hội chia sẻ tâm tư nguyện vọng và được đưa ra đề xuất khắc phục những khó khăn thách thức trong giai đoạn khởi nghiệp đối với bản thân em hiện nay.
